Information on crop insect and pest information..

Hi,
I am planing to involve some insect group in DBA Barcoding and intend to propose one mega project proposal on economically important crop pest inventary in Maharashtra State, India. Is any similar project going on anywhere? pleae let me know the information, which will be helpful in formaluting my proposal. I belive that this proposal will certainly helpful in crop management in the state.
